DES uses 64bit keys, although the effective key length is only 56 bits
The decryption operation for both DES and 3DES is the same as the encryption operation.

If you perform a network trace of a ping going through an IPSec/3-DES tunnel, it would be true with respect to the appearance of a tunneled/encrypted packets, that the same key is used, but an index vector is used by Ipsec to offset the key, resulting in a unique packet for each transmission
